A qualifying offer is the standing one-year offer a team makes to turn its player into a restricted free agent. Making it is what buys the team the right to match outside offers.
The player can take the qualifying offer, play one season on it, and reach unrestricted free agency next summer with no strings. That threat is a real piece of leverage in a standoff.
