First-round picks sign rookie-scale contracts: four-year deals (two guaranteed seasons plus two team options) at salaries fixed by draft slot, typically signed at 120% of the scale figure.

Second-round picks have no scale; they negotiate freely, which is also why they carry no cap hold while unsigned.
