Free agency moratorium

The moratorium is the short window at the start of July when teams and players can agree to deals but can't officially sign them yet. It is the gap between "they're reportedly signing" and the contract being real.

It exists because the league needs a few days to finalize the new season's cap and tax numbers. Once the moratorium lifts, the handshake agreements become actual contracts.
