Minimum cap hold

Active-roster players who don't have a standard NBA contract (two-way players and Exhibit-10 signings) still occupy a minimum cap hold, a flat charge equal to the minimum salary.

It reflects that the roster spot isn't free: if the team kept that player on a real contract, it would cost at least the minimum.
